It was founded in[1]1954, according to the Horse Racing Law ( cạnh mã pháp Keiba Hō) and the Japan Racing Association Law ( nhật bổn trung ương cạnh mã hội pháp Nippon Chūō Keiba Kai Hō) and is operated under the strict oversight of theMinistry of Agriculture, Forestry and Fisheries (Japan).
