Joseph Frank Bianco(born September 11, 1966) is an American lawyer and jurist serving as aUnited States circuit judgeof theUnited States Court of Appeals for the Second Circuit.He was formerly aUnited States district judgeof theUnited States District Court for the Eastern District of New York.

Early life and education
editBianco was born in 1966 inFlushing, New York.He graduated fromGeorgetown Universityin 1988 with aBachelor of Arts,magna cum laude.He then attendedColumbia Law School,where he was an editor of theColumbia Law Review.He graduated in 1991 with aJuris Doctor.
Later in his career, Bianco earned aMaster of Artsfrom theSeminary of the Immaculate Conceptionin 2013, and is an ordainedRoman Catholicdeacon.[1]
Career
editBianco was alaw clerkto JudgePeter K. Leisureof theUnited States District Court for the Southern District of New Yorkfrom 1992 to 1993. He then became anassociateatSimpson, Thacher & Bartlett,where he worked for one year.[1]
From 1994 to 2003, Bianco served as anassistant United States attorneyfor theSouthern District of New York.In 2003 and 2004, he was counsel atDebevoise & Plimpton.Before becoming a judge, Bianco was senior counsel and a deputy assistant attorney general in theUnited States Department of Justice Criminal Division.[1]
Bianco taught as an adjunct professor atFordham University School of Lawfrom 2002 to 2004. From 2009 to 2013, he was an adjunct at theMaurice A. Deane School of Law.He was an adjunct professor of law atTouro Law Centerfrom 2007 to 2014. He has taught as an adjunct at theSt. John's University School of Lawsince 2006. He has been a member of theFederalist Societysince 2004.[1]
District court
editBianco is a former United States district judge of theUnited States District Court for the Eastern District of New York.Bianco was nominated by PresidentGeorge W. Bushon July 28, 2005, to a seat vacated byDenis Reagan Hurley.He was confirmed unanimously by theUnited States Senateon December 21, 2005 and received his commission on January 3, 2006.[2]As a district court judge, Bianco oversaw a number of murder cases againstMS-13gang members.[3]His service on the district court terminated upon his elevation to the court of appeals on May 17, 2019.[2]
Court of appeals
editOn October 10, 2018, PresidentDonald Trumpannounced his intent to nominate Bianco to theUnited States Court of Appeals for the Second Circuit.[4]On November 13, 2018, his nomination was sent to the Senate. Trump nominated Bianco to the seat vacated by JudgeReena Raggi,who assumedsenior statuson August 31, 2018.[5]Also on November 13, 2018, theAmerican Bar Associationunanimously rated Bianco as "Well Qualified," its highest rating.[6]
On January 3, 2019, his nomination was returned to the President underRule XXXI, Paragraph 6of theUnited States Senate.On January 23, 2019, Trump announced his intent to renominate Bianco to a federal judgeship.[7]His nomination was sent to the Senate later that day.[8]On February 13, 2019, a hearing on his nomination was held before theSenate Judiciary Committee.[9]On March 7, 2019, his nomination was reported out of committee by a 12–10 vote.[10]On May 6, 2019, the Senate invoked cloture on his nomination by a 51–40 vote.[11]On May 8, 2019, his nomination was confirmed by a 54–42 vote.[12]He received his judicial commission on May 13, 2019.[2]

editBianco is married and has six children.[13]
