Luz del Carmen Ibáñez Carranza(born 15 July 1955[1]inTrujillo[2]) is a Peruvian jurist and judge at theInternational Criminal Court(ICC) inThe Hague,Netherlands. Ibañez Carranza is the first Peruvian judge at the ICC.[3][4]Before being elected as a judge at the ICC, she was a prosecutor and professor in Peru.

Education
editIn 1974 she began to study law at theNational University of Trujillofrom where she graduated with aBScin 1982.[1]Between April 1996 she followed up in her studies at the universityInca Garcilaso de la Vegafrom where in 1998 she obtained aMScin Criminal law and in 2007 aDoctoratein law[1]
Academic career
editIn 1996 she became a lecturer in criminal law at theNational University Federico Villareal,a position she kept until 2004.[1]In 2004 she was promoted to Professor at the same university in Lima.[1]Additionally, she is the author of several academic papers and books.[1]
Juridical career
editBetween 1982 and 1984 she was an assistant prosecutor inLima.[1]Between 1984 and 1988 she served as a deputy provincial prosecutor and from 1988 to 1989, as the provincial prosecutor for theprovince of Limain the 4th provincial prosecutor's office.[1]In 1992 she assumed as the provincial prosecutor forTrujillo,which she stayed until January 1993.[1]Onwards she practiced as a lawyer until 1999.[1]Between 2004 and 2017 she was the chief prosecutor for Lima and the prosecutor at the 2nd National Criminal Court that focused on human rights violations,[1]coming to prominence while prosecutingAbimael Guzmán,the leader ofSendero Luminoso,sentenced to life in prison.[5]Between 2005 and 2007 she was involved in over 500 investigations also of human rights violation during thePeruvian internal armed conflict.[6]Other prominent trials in which she was the prosecutor whereEl Fronton[4][7]a case against members of thePeruvian Navyaccused of extrajudicial killings on a prison on an island[6]or the one againstVictor Polay,the leader of theTúpac Amaru Revolutionary Movement(MRTA).[1]
She was also the delegate representing Peru before theInter-American Commission of Human Rights(CIDH), the Inter-American Commission against Terrorism (CICTE) and theConvention on the Elimination of All Forms of Discrimination against Women(ACNUDH).[8]
Judge at the International Criminal Court
editShe was elected to the International Criminal Court in December 2017[9]and took up the position in 2018.[10]She is a member of the appeals court in the trial ofLaurent Gbagbo,the ex-President of theIvory Coastwho was acquitted by the ICC and the former Congolese rebelBosco Ntaganda,sentenced to 30 years imprisonment.[10]Since March 2021, she is the vice president of the ICC.[10]In December 2022, she presided over the chamber that confirmed the conviction ofDominic Ongwen,a former leader of theLord's Resistance Army(LRA) from Uganda to 25 years imprisonment for the crimes of murder, rape and forced pregnancy.[11]
In September 2023,Russiaissued anarrest warrantfor Ibañez Carranza on unspecified charges, in retaliation for the ICC havingissued a warrantagainst PresidentVladimir Putin.[12]
