Seth D. Harris(born October 12, 1962) is an American attorney, academic, and former government official. Harris served under PresidentBarack Obamaas the 11thUnited States Deputy Secretary of Laborfrom 2009 to 2014. Nominated in February 2009, Harris was unanimously confirmed by theU.S. Senatein May 2009, and becameactingSecretary of Laborfor six months following the resignation ofHilda Solisin January 2013. Harris was also a member of theOverseas Private Investment Corporation's Board of Directors.[1]Harris stepped down from his post on January 16, 2014.[2]

After leaving the Obama administration, Harris has been a visiting professor at theCornell Institute for Public Affairsand a distinguished scholar atCornell University's School of Industrial & Labor Relations,[3]and a lawyer in Washington, D.C.[4]Harris also served as Deputy Assistant to the President for Labor and the Economy and deputy director of theNational Economic Councilduring the Biden administration until July 2022.[5]
Harris currently serves on boards of directors, advising early stage companies, and works as a professor of the practice in law and policy atNortheastern University.[6][7]
Early life and education
editHis father is the late Dr. Jonathan Harris, a high school teacher and author of young adult non-fiction books.[8]His mother is Martha Harris, a retired high school librarian.[8]Harris's brother is radio personality Paul Harris.[9]Harris earned a B.S. from theCornell University School of Industrial and Labor Relationsin 1983 and was a member of theQuill and Daggersociety.[10]He later obtained aJ.D.fromNew York University School of Lawwhere he was editor-in-chief of the Review of Law & Social Change[11]and a member of theOrder of the Coif.[10]Harris was alaw clerkto Chief JudgeGene Carterof theU.S. District Court for the District of Maineand JudgeWilliam C. Canby, Jr.of theU.S. Court of Appeals for the 9th Circuit.[12]
Career
editPrior Labor Department service
editHarris served as Counselor to the Secretary and in other Labor Department policymaking roles for seven years advising both PresidentBill Clinton's first-term Labor SecretaryRobert Reichand second-term SecretaryAlexis Hermanon legal, policy and management issues.[10]
Academic career
editFor nine years prior to joining the Obama administration, Harris was a professor of Law and Director of Labor & Employment Law Programs atNew York Law School.[12]Harris's scholarship focused on the economics of labor and employment law, with a particular emphasis on the employment provisions of theAmericans with Disabilities Act.[13]He has also written about theNational Labor Relations Act,theFair Labor Standards Act,worker organizing, andemployment discrimination lawsin general.[13]
Harris served as a Senior Fellow of theLife Without Limits Projectof theUnited Cerebral Palsy Association[14]and a member ofGeorgetown University Law School'sWorkplace Flexibility 2010 National Advisory Commission[15][16]
Public service
editHarris served as a member of the Agency Review Working Group of theObama-Biden Transition Teamwith responsibility for the federal government's transportation, labor, and education agencies.[16]Harris also chairedObama for America'sLabor, Employment and Workplace Policy Committee and Disability Policy Committee.[16]He had served as a member of the Clinton-Gore Transition Team in 1992 and 1993.[10]
In November 2020, Harris was named a volunteer member of theJoe Biden presidential transitionAgency Review Team to support transition efforts related to theUnited States Department of Labor.[17]He was reportedly considered for the position ofSecretary of Laborin theBiden administration.[18]
Personal life
editIn 1997, Harris married Karen Beth Rosen, a social worker and psychotherapist.[19][8]The couple has two sons.
