Raikeswas the son of Henry St. John DigbyRaikes,eldest son ofHenry Cecil Raikes.His mother was Annie Lucinda (née Mackinnon).[1]Educated atWestminster SchoolandTrinity College, Cambridge,he unsuccessfully contestedIlkestonin1924and1929before being elected forSouth East Essexin1931.DuringWorld War IIhe served as a flight lieutenant in theRoyal Air Force.

In1945Raikeswas elected asMember of Parliament(MP) forLiverpool Wavertree.In1950,1951,and1955he was elected forLiverpool Garston.He left office in 1957 and was replaced byRichard Martin Binghamina by-election.[2]
