Kamissa Camara(born 27 April 1983) is aMalianpolitical analyst and politician. She is the former chief of staff to the President of Malian Republic after she resigned from the position on September 24, 2020.[1]

She served as the country'sMinister of Foreign Affairsfrom September 9, 2018 to April 23, 2019, then Minister of the Digital Economy and Planning from May 5, 2019 to June 11, 2020.[2]

Early life and education[edit]

Camara was born inGrenobleto Malian parents who had emigrated toFrancein the 1970s.[3]

Camara has a BA in applied foreign languages fromParis Diderot Universityand an MA in international economics and development fromPierre Mendès-France University.[4]She did an internship at theUnited NationsinWashington, D.C.in 2005 and spent a year inConcord, New Hampshireas anau pair.[5]In 2007, she did an internship at theAfrican Development BankinTunisia,[5]before obtaining aGreen cardand moving to theUnited States,living there for eight years.[3]

Career[edit]

From 2007, Camara worked at theInternational Foundation for Electoral Systemsoverseeing West Africa[3]and was one of the observers for the2013 Malian presidential electioninTimbuktu.[6]She moved to theNational Endowment for Democracyin 2012, where she was promoted to vice director for Central and West Africa in 2016.[3]She also worked for a time with US presidential candidateHillary Clinton.[6]

Camara was a member of the Center for African Studies atHarvard Universityuntil December 2017.[7][8]She was also the Director for Sub-Saharan Africa at theNGOPartnersGlobaluntil June 2018.[8][9]She has written opinion pieces and political analysis for various publications in English and French[8][10]and has been a political commentator on English and French TV programs.[9]She was the first Malian political scientist to appear onCNN.[5]

Camara is the founder and co-chair of theSahelStrategy Forum.[4]In 2017, she wrote a letter to Mali'sPresidentIbrahim Boubacar Keïta,asking him to withdraw his plans to change theconstitution.[11]In July 2018, he appointed her as his diplomatic advisor.[4][7]She was appointed Minister for Foreign Affairs by Keita on 9 September 2018, the first woman and youngest person to hold the post,[4]and one of eleven women in the thirty-two member cabinet.[4]She has spoken about the issues of regional security and alleged human rights violations.[12]As of December 2018, when she gave a speech to theUnited Nations General AssemblyinMarrakechdeploring the withdrawal of some countries from theGlobal Compact for Migration,she was the world's youngestForeign minister.[13]

Camara is a citizen of France, the US and Mali,[14]and is fluent inFrench,EnglishandBambara.[8]She is married.[14]
