.bvis theInternetcountry code top-level domain(ccTLD) reserved for the uninhabitedNorwegiandependent territoryofBouvet Island.Thedomain name registryand sponsor isNorid,but.bvis not open for registration..bvwas designated on 21 August 1997 and was placed under the.noregistry Norid. Norwegian policy states that.nois sufficient for those institutions connected to Bouvet Island, and therefore the domain is not open to registration. It is Norwegian policy not to commercialize domain resources, so there are no plans to sell.bv.Should the domain later come into use, it will be under the regulation of theNorwegian Communications Authorityand follow the same policy as.no.

Bouvet Islandis an uninhabitedvolcanic islandin theSouth Atlantic Ocean.It was claimed by Norway in 1927.[1]The domain was allocated on 21 August 1997,[2]at the same time.sjwas allocated forSvalbard and Jan Mayen.[3]The allocation occurred because theInternet Assigned Numbers Authority(IANA) assigns ccTLDs to all entities with anISO 3166code,[4]for which Bouvet Island is designatedBV.[5]

In March 2012,Noridbegan an initial collaboration with the Dutch domain registry SIDN, with the purpose of examining the possibility of utilizing the.bvdomain on the Dutch market.[6]BVis the most common form of limited company in theNetherlands,which could have made.bva popular domain. The collaboration ended in June 2016, when The Ministry of Transport and Communications advised that dispensation from certain parts of the Norwegian Domain Regulations, which would have opened for the sale of the.bvdomain, should not be granted.[7]

In June 2015, Norwegian computer scientistHåkon Wium Lieand theSocialist Left Partyproposed using the.bvdomain, along with.sj,as online free havens. The proposal aims at protecting both the Norwegian authorities and foreign dissidents from surveillance.[8]

Policy[edit]

Management of.bvlies withTrondheim-based Norid, which is also the domain name registry for.noand the unused.sj.Norid is a limited company owned byUninett,which is owned by theNorwegian Ministry of Education and Research.[9]The legal right to manage the domains is twofold, based both on an agreement with the IANA and regulations via theTelecommunication Actwhich is supervised by theLillesand-based Norwegian Post and Telecommunications Authority.[10]

The policy for the use of.bvis regulated by theRegulation Concerning Domain Names Under Norwegian Country Code Top-level Domains,also known as theDomain Regulation.This regulation also regulates Norway's other two ccTLDs,.noand.sj.Should.bveventually come into use, the same rules and procedures as those currently regarding.nowould be used for.bv.[11]The domain remains reserved for potential future use.
