Incumbent DemocratDavid Burgessdefeated Republican Al Bartell and Libertarian Dick Withington for District 3. Incumbent Republican Stan Wise defeated Democrat Jim Boyd and Libertarian Wayne Parker for District 5. This was the first PSC election to use residency districts.
