TheOK Poland Local Government Coalition(Polish:Koalicja Samorządowa „OK Polska”), until 2024 known as theAll-Poland Local Government Coalition(Ogólnopolska Koalicja Samorządowa, OKS,also abbreviatedOK Samorząd,literally meaningOK Local Government), is an organization inPolandconsisting of local government political associations. As part of it functions the political party of theLocal Government Coalition(Koalicja Samorządowa, KS). It was founded on 12 December 2020 by splitting from theNonpartisan Local Government Activists(Bezpartyjni Samorządowcy), and registered on 8 February 2021. Its political party was registered on 22 February 2024.
History
[edit]The All-Poland Local Government Coalition was founded on 12 December 2020 as a federation of local government organizations and associations inPoland,by the members of theNonpartisan Local Government Activists.[1]It was registered on 8 February 2021.Tadeusz Czajka,mayor ofTarnowo Podgórne,became its chairperson, while its deputy chairpeople becamePiotr Krzystek,mayor ofSzczecin,andJanusz Kubicki,mayor ofZielona Góra.Andrzej Sitnik,mayor ofSiedlce,became its secretary, andLudomir Handzel,mayor ofNowy Sącz.Remaining founding members of its management wereMarian Błachut(mayor ofCzechowice-Dziedzice), and Jacek Szydło, former mayor ofDywity.In 2023, the management was joined by Patryk Hałaczkiewicz, deputy mayor ofKąty Wrocławskie.[2]
In May 2021, the coalition had signed theletter of intentof cooperation with Kraków Suburbia Agreement, represented by mayor ofZabierzówElżbieta Burtan, as well as the councillers ofKraków County,and the municipality ofZabierzów.[3]In October, the faction of Nonpartisan Local Government Activists in the Szczecin City Council had switched to the All-Poland Local Government Coalition.[4]In April 2022, the coalition had signed the cooperation agreement withPoland 2050party.[5]In August, it was joined by the Kluczbork Land association, led by Jarosław Kielar, mayor of Kluczbork, together with councillors from the town andKluczbork County.[6]
On 8 December 2022, theparliamentary groupof Nonpartisan Local Government Activists in theLower Silesian Voivodeship Sejmikhad joined the coalition, forming the Lower Silesian Local Government Coalition.Patryk Wildbecame its leader, and remaining members Dariusz Stasiak andMirosław Lubiński(the latter being fromDemocratic Left Association). Lubiński left the group four days later, leading to its disbanding.[7]It was reactivated on 9 May 2023, under the name Local Government Coalition.[8]
In February 2023, to the All-Poland Local Government Coalition had joined the association Common Koszalin, led byPiotr Jedliński,mayor ofKoszalin.[9]In November, in theWest Pomeranian Voivodeship Sejmikwss formed the parliamentary group of Local Government Coalition, led byCezary Urban,with other members being Marcin Przepióra andOlgierd Kustosz.[10]The same month, the Independent Councillors Club in theKołobrzegCity Council had joined the coalition, rebranding to the Local Government Coalition.[11]In January 2024, to the coalition joined the Self-governed Pomerania, led by Dariusz Męczykowski.[12]
On 22 February 2024 was registered the political party of the Local Government Coalition, founded by the All-Poland Local Government Coalition, and led by Tadeusz Czajka. Patryk Hałaczkiewicz became its deputy chairperson, Szczepan Stempiński (deputy mayor of Szczecin to security matters) its general secretary, and Marcin Wojtkowiak (mayor ofCzerwonak), its treasurer.[13]
In2024 local electionsthe coalition registered candidates forsejmiksin 11voivodeships.[14]Additionally, the Self-Governed Pomerania (member of the coalition) had registered its candidates for thePomeranian Voivodeship Sejmikunder its own banner.[15]The coalition also had candidates for other lower instances of local government, though most remained with their own committees, backed by the coalition.[14]Among voivodeship sejmiks, it had only won one seat in total, it being in theWest Pomeranian Voivodeship Sejmik.[16]
Ideology
[edit]The All-Poland Local Government Coalition was funded with the goal of forming the organization promoting the cooperation across Poland between nonpartisan local government politicians. It aims for decentralisation of government and strengthening and protection of the independence of local governments.[17]
The party programme consists of five pillars, them being: decentralisation, finansing, education, health care, and environment. The association declares itself behind:
- reform of rules regarding finansing local government tasks;
- directing 3% of the localGDPtowards education subsidiaries;
- setting the teacher salaries equal to the national average salary;
- decentralisation of the health care institutions;
- directing theEuropean Structural and Investment Fundstowards improving the quality of life and safety of the local inhabitants, and the environment.[4]
