Michael Franklin Lohr(born 1952)[1][2]is a retired United States Navyrear admiralwho served as the 38thJudge Advocate General of the Navyfrom 2002 to 2004, assuming office on June 28, 2002. A career attorney, Lohr previously served as theDeputy Judge Advocate General of the Navyand Commander,Naval Legal Service Commandfrom 2000 to 2002, with tenures as legal counsel to theChairman of the Joint Chiefs of Staffand fleet judge advocate to theUnited States Second Fleet.[3][4]

Lohr graduated from theUniversity of Marylandwith a B.A. degree (cum laude) in 1974, commissioning via the Navy's JAGC Student Program. Additionally, he earned hisJuris Doctordegree from theUniversity of Maryland School of Lawin 1977 and a L.L.M. degree (summa cum laude) in International and Comparative Law from theGeorge Washington University Law Schoolin 1984.[3][4]He attendedNorthwestern Universityin 2020.[5]

Lohr has received theDefense Superior Service Medal(with oak leaf cluster), theLegion of Meritand threeMeritorious Service Medals.[3]After retirement, Lohr was employed byBoeingin various legal capacities from 2005 to 2019.[5]
