Raska Lukwiya(died 12 August 2006) was the third highest-ranking leader of theLord's Resistance Armyrebel group founded in northernUganda.Believed to be a native of Uganda's northernGulu District,Lukwiya served successively as Brigade General, Deputy Army Commander and Army Commander of the LRA, the last being the highest LRA rank after those held byJoseph KonyandVincent Otti.

He was one of five LRA leaders for whom theInternational Criminal Courtissued their first ever warrants in June 2005 and was charged with three counts: one ofenslavementconstituting acrime against humanityand one count each of cruel treatment and attacks on civilians constitutingwar crimes.[1]

He was killed[2]in fighting with the governmentUganda People's Defence Forcewhile peace negotiations brokered by the government ofSouthern Sudanwere still underway.[3]
