Tan Eng Hoa(1907 – April 1949) was born in Semarang and studied in the HBS. He graduated in law from the Rechts Hogeschool inBataviain 1932. In 1945, he represented theChinese Indonesianscommunity in the Japanese-sponsoredInvestigating Committee for Preparatory Work for Independence,[1]where he proposed an article for thefreedom of associationin the drafting of theConstitution of Indonesia.[2]He died in April 1949 due to pancreatic cancer.[2]

Tan was born inSemarangin 1907, to parents who owned a grocery store.[3]
