Zhang Shengmin(Chinese:Trương thăng dân;born February 1958) is a general of the ChinesePeople's Liberation Army Rocket Force.He is a member of theCentral Military Commission(CMC) and Secretary of theCMC Commission for Discipline Inspection.He is also aDeputy Secretary of the Central Commission for Discipline Inspection,the topanti-corruption agencyof China.
Career
[edit]Zhang Shengmin was born in 1958; hisancestral homeis inWugong County,ShaanxiProvince.[1]
Zhang Shengmin spent most his career as apolitical commissarin the Second Artillery Force (now thePeople's Liberation Army Rocket Force).[2]He served as Political Commissar of the Second Artillery Force Command Academy, and then of a missile base of the Second Artillery Force.[1]
In 2010, when he was posted at a military base in Northwest China, he led more than 1,000 troops in the reconstruction work immediately after the2010 Yushu earthquakeinQinghaiProvince. His unit helped to build emergency living quarters for the monks at the Changu Monastery (Thiền cổ chùa), the largestKagyuTibetan Buddhist temple inYushu Tibetan Autonomous Prefecture.[1]
In January 2017, Zhang was appointed Secretary ofCommission for Discipline Inspection of the Central Military Commission.He replaced GeneralDu Jincai,who was closely associated with the former CMC vice-chairmenGuo BoxiongandXu Caihou,both of whom had been investigated for corruption.[2]
During the19th National Congress of the Chinese Communist Partyin October 2017, Zhang was elected a member of the19th Central Committee.He was also made one of the four members of theCentral Military Commissionand one of the eight deputy secretaries of theCentral Commission for Discipline Inspection,which is in charge of investigating corruption by Communist Party members.[3][4]A week later, on 2 November 2017, Zhang was promoted to the rank of general (shang gian g) by CMC chairmanXi Jinping.[5]
