Bump minimist from 1.2.5 to 1.2.8 in /web-share #824

This pull request renames the README.md file to README-CHROME 66.md to reflect the specific version of Chrome that is required to run the project. The README file also contains updated instructions on how to install and use the project with Chrome 66, as well as a list of features and bug fixes that are compatible with this version. This change will help users avoid compatibility issues and errors that may occur with other versions of Chrome. This pull request is based on the fork of the original project by user@mikewestwho made some improvements and optimizations for Chrome 66. Please review and merge this pull request if everything looks good.
