What problem does this PR solve?

Issue Number:close#25419

Problem Summary:

go-grpc has some problem when enable compress with maxInt64 maxRecvMsgSizegrpc/grpc-go#4552

this PR will fix on 5.1, master will usingtikv/client-go#88

change maxRecvMsgSize to maxInt64-1
