Create Draft namespace on itwiki

Description

Since there was adiscussionon itwiki about introducing the draft namespace which had a positive consensus, can you please create Draft namespace, adding "noindex, nofollow"in the robot policies and enabling also the VisualEditor.

The names for the namespaces are:
ns118 = Bozza
ns119 = Discussioni_bozza

The approved discussion also involves the implementation of the"ArticleCreationWorkflow",so only autoconfirmed users can be allowed to create new pages, but another ticket will be open as soon as we are ready for this change.

@Superpes15Should the two namespaces be added to $wgExemptFromUserRobotsControl (seehttps:// mediawiki.org/wiki/Manual:$wgExemptFromUserRobotsControl). This would ensure that the pages could not be manually indexed with__INDEX__.
