Saito was born inKawasakion April 4, 1990. He joinedJ1 LeagueclubYokohama F. Marinosfrom their youth team in 2008. However he could not play many matches. In 2011, he moved toJ2 LeagueclubEhime FCon loan. He scored 14 goals in 36 matches in 2011. In 2012, he returned to Yokohama. He played many matches from 2012. Yokohama won the 2nd place in the 2013 J1 League. He was selected Best Eleven in 2016. In 2018, he moved toKawasaki Frontale.Kawasaki won the J1 champions in 2018 and 2020. In 2021, he moved toNagoya Grampus.

In August 2007, Saito was selected theJapan U-17 national teamfor2007 U-17 World Cupand played 2 matches. In July 2012, he was selected theJapan U-23 national teamfor2012 Summer Olympics.He played 4 matches and Japan won the 4th place. In July 2013, Saito was selected theJapan national teamfor2013 East Asian Cup.At this tournament, he debuted againstChinaon July 21. He was also selected Japan for2014 World Cup,but he did not play in the match. He played 6 games and scored 1 goal for Japan until 2016.
