OnEarth,humanchildren are often taught by their elders that they should never run with scissors.Snippy Snappywas obviously never taught that, because despite the fact that heisa pair of scissors, he always moves at top speed, though no one really knows why. He also happens to like making jokes, which is really the only time he'll stop moving around so fast.

Maybe he was taught to never run with scissors and his desire to go fast is part of somelong-runningjoke!
