The Soldiers of Khaos, Anarchy, and Ruin, abbreviated S.K.A.R., are a terrorist organization secretly led by Count von Rani, aka Iron Klaw, the head of state of Kalistan.

In Primax 806.30 Gamma, Hawk began having Matrix-induced visions which led him to a bunker in Kalistan, where he found Sgt. Savage in cryogenic stasis. Suspicious, Hawk had the Screaming Eagles investigate Kalistan, where they not only discovered the ties between Count von Rani and S.K.A.R., but that many senior members of S.K.A.R. had used old I.R.O.N. tech to binary bond with Decepticons. The Joes and S.K.A.R.s fought an epic war that caused significant damage to Earth, requiring Hawk to use the Matrix energy within himself to heal the planet, at the apparent cost of his life.
