Given how destructive Combiners were, to halt the arms race, the six factions agreed to declare theSpecial Teamsnon-aligned, among other things, with the signing of the Crisis Intervention Accord. However, theWreckersand theUltraconswere rather flagrant in their violations of the treaty when it served their purposes.
