The vehicle accident took place at about 9:30 p.m. local time (1230 GMT) near an intersection of the Seoul City Hall.
A police official was quoted as saying that a driver in his 70s appeared to have hit pedestrians waiting for a traffic signal.
The number of casualties may rise.
