From my experience listing all of the changes making sure to add a 'risk' column score to each item. Once you've scored the highest critical items you can re-score the revised list into super critical imperative items that need to be completed ASAP ;) Avoid simply assigning task to individuals - this will only cause more confusion. The important items will raise to the top - then assign task based on combined knowledge and understanding.

I think that order revisions should be prioritised by how value of the customer in terms of prior relationship, worth of the contract, how long they have been waiting for work to get done.
