BRICS and Other Developing Countries Hold Foreign Ministers' Dialogue

On June 11, 2024 local time, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi attended the BRICS Foreign Ministers' Dialogue with Developing Countries (BRICS+) in Nizhny Novgorod. The dialogue featured 10 BRICS countries communicating with 12 major developing countries with regional representation, including Thailand, Laos, Viet Nam, Bangladesh, Sri Lanka, Kazakhstan, Belarus, Türkiye, Mauritania, Cuba, Venezuela and Bahrain.

Wang Yi said that BRICS+ serves as a vital dialogue platform for the BRICS nations towards the broader emerging markets and developing countries. It has long been a dynamic force for BRICS development and has become a flag of South-South cooperation. He noted that the world is in an era of turmoil and chaos. The Ukraine crisis and Gaza conflict are protracted, challenges like cybersecurity and climate change are emerging one after another, and a certain country, in order to maintain its unipolar hegemony, is rallying allies for unilateral sanctions, erecting protectionist barriers, and using economic and financial measures as tools or even weapons. In addition, the North-South divide is widening, and the global economic recovery has faced setbacks. At the same time, this is also an era of rising tides and renewal in the Global South. The collective rise of emerging markets and developing countries significantly drives the process towards a multipolar world. A new wave of technological and industrial revolutions is emerging, propelling numerous countries onto a fast development track. The Global South is no longer a silent majority, but a new awakened force.

Wang Yi made a three-point proposal on how developing countries can open up new prospects in the evolving landscape and create new opportunities amidst the changes:

First, upholding universal security and jointly addressing challenges. Global challenges require a joint response from the international community. Unity is the right path, and division leads nowhere. The Global Security Initiative put forward by President Xi Jinping advocates practicing the vision of common, comprehensive, cooperative and sustainable security, providing important guidance for resolving security dilemmas and building synergy for peace. Countries should abide by the principle of indivisible security, respect the sovereignty and territorial integrity of all countries, and accommodate each other's legitimate and reasonable concerns. Wang Yi called on countries to adhere to the political settlement of hotspot issues, resolve disputes through dialogue, address differences through consultation, promote security through cooperation, and jointly address various security challenges to inject more stability into international affairs. On the Ukraine issue, China stands on the side of fairness and objectivity, insists on promoting peace talks and proposes the convening of a genuine international peace conference recognized by both Russia and Ukraine with equal participation of all parties and fair discussion of all peace plans when conditions are ripe. On the Palestinian question, China stands firmly with Arab countries and makes every effort to strive for an immediate and permanent ceasefire in Gaza, the release of all detainees, the provision of basic living conditions for people in Gaza, the early resumption of the two-State solution, the realization of an independent Palestinian state, and the complete settlement of this historical injustice that has been delayed for more than half a century.

Second, prioritizing development and joining hands with progressive forces. China remains true to its original aspiration of working hand in hand with other developing countries. The Global Development Initiative put forth by President Xi Jinping has received positive responses from more than 100 countries and international organizations. Countries should jointly oppose politicizing economic issues, strengthen the synergy of development strategies and macroeconomic policy coordination, maintain stable and unimpeded global industrial and supply chains, and make globalization more open, inclusive, balanced and beneficial to all. Countries should take the United Nations Summit of the Future as an opportunity to put development at the center of the international agenda, pursue innovation-driven development, and deliver development benefits to all countries.

Third, upholding fairness and justice, and improving global governance. 70 years ago, the Five Principles of Peaceful Coexistence emerged from the historical trend of the development and rise of emerging forces and became the norms governing international relations followed by the international community, in particular developing countries. History tells us that only by following the trend of the times can we win the hearts of the people and benefit the world; and only by observing the basic norms governing international relations can we achieve stability and go far. Standing at the crossroads of unilateralism or multilateralism, lose-lose or win-win outcomes, countries should learn from history, adhere to a global governance vision featuring extensive consultation, joint contribution and shared benefits, uphold true multilateralism, work for an equal and orderly multipolar world, and make our collective voice louder and our collective strength greater for improving global governance. China supports BRICS in opening their doors for development and embracing cooperation with open arms, and welcomes more like-minded partners to join the BRICS family.

The participants highly praised the strategic significance of the BRICS Foreign Ministers' Dialogue with Developing Countries, noting that the "BRICS+" model facilitates unity and cooperation among developing countries, enhancing the Global South's influence and building a more just and reasonable international order. They agreed to uphold the purposes and principles of the United Nations Charter, oppose unilateralism and hegemonism, insist on resolving conflicts and differences through dialogue and consultation, promote political solutions to international hotspot issues, and achieve a ceasefire in Gaza as soon as possible. The participants also called for reforms to the international financial system, enhanced cooperation in digital economy, infrastructure and other areas, safeguarding the stability of the global industrial and supply chains, narrowing the development gap, and achieving shared progress.

On the same day, Wang Yi also met with Thai Foreign Minister Maris Sangiampongsa, and had an exchange of views with other foreign ministers attending the dialogue.
